Not all universities are hiking their student fees. Even as state funds fluctuate (see map below), four colleges are keeping tuition rates steady.

Hardin-Simmons University (Texas)

Hiram College (Ohio)

Southern New Hampshire University

College of St. Joseph (Vermont)
